Can it find a powered-off earbud?

No. A device must emit a detectable Bluetooth signal. Sleeping, enclosed, out-of-range or unsupported devices may not appear.

Does it show an earbud’s GPS location?

No. A saved contact point is a phone-location reading at an observation time, with its own accuracy. It is not GPS reported by the earbud.
